About UOGP

Directorate of Global Administration and Planning (DGAP)

The mission of the Directorate of General Administration and Planning (DGAP) is to develop resources to support a global Penn State and to provide policy and operations support to the University Office of Global Programs (UOGP).

DGAP is responsible for the development of resources to support Penn State's new global engagement strategy. These resources include GEN coordination, international risk management, international agreements coordination, technology enhancement, and information gathering.

A key initiative of Penn State's strategic plan is the creation of Global Engagement Nodes (GENs). A GEN is a multi-dimensional partnership involving select institutions with an emphasis on a geographic region or theme. The concentration of energies and resources towards the creation and support of a Global Engagement Network (GENetwork) is intended to increase Penn State's name recognition and positive reputation throughout the world. We hope to transform Penn State's students, staff, and faculty into global citizens and to move Penn State toward leadership in international education. Although GENs will be organic and faculty driven, they will be administratively enabled and coordinated by UOGP.

DGAP provides several resources to facilitate the GEN strategy and multi-dimensional, interdisciplinary partnerships abroad. When an international activity requires a contract or agreement, DGAP offers advice and coordination for those documents. An agreements coordinator assists colleges and campuses from the earliest stages of a proposal through review and approval by all appropriate campus offices. DGAP provides advice and guidance for faculty planning projects in new locations and works with a team of campus experts to provide a policy and risk management infrastructure for international activities.

DGAP also develops information technology to make UOGP services easily accessible throughout the university and from abroad. In the area of information resources, we are gathering and organizing information about Penn State's global activities to display on our Web site through a geographic information systems (GIS) web portal, Penn State's Global Reach Portal.

Additionally, DGAP is responsible for several areas of office operations, including university policy compliance, human resources management, and management of information technology.
